Al-Qaeda in Jaar... Free Water And
Electricity And A Modern Communication Network

Al-Qaeda in Yemen or ‘Ansar Al-Sharia' have made
the city of Jaar - or Waqar according to the
organization – a centre for it military and
organizational operations and administrating the
affairs of the province of Abyan which the
organization controls most of it away from any control
or presence of the governmental authorities that are
present militarily on the outskirts of Zinjibar near
the province of Aden or on the outskirts of the city
of Lawdar by a military brigade that is stationed
there. ‘Al-Sharq' entered to the military center of
Al-Qaeda organization where in this city the
organization trains, plans and supervise on the
military action of the organization. In the city the
Amir of the organization is present in the province of
Abyan who is considered the first man in the
organization and he is called ‘Abu Hamza', he is a
young man who his last appearance in a lecture he
delivered to the prisoners of the Yemeni army who were
captured by the organization last week in the
operation of Al-Qaeda which a large number of the
soldiers of the artillery detachment on the outskirts
of Zinjibar the capital of the province of Abyan.
Passwords for the visitors of the
city
In the first check point for Al-Qaeda after passing
the military check points towards the city of Aden and
between more than thirty passengers in a big bus
heading to Jaar the reporter of ‘Al-Sharq' was asked
to come down and show his identity and investigation
began with him and during the talk the reporter of
‘Al-Sharq' said: ‘I'm going to ‘this person' – the
name of the person who coordinated the visit – because
entering of Jaar for the journalists and non-locals
can only be by coordination and permission of the
leadership of the organization in Jaar.
So the masked young man welcomed the reporter of
‘Al-Sharq' and allowed him to return to the bus and
said to him: ‘In the second check point ask about Abu
Mohammed', which is the password that they give the
arrivals to the city and when the reporter of
‘Al-Sharq' asked about Abu Mohammed in the second
check point he was immediately allowed to pass by one
of the youth in the check point and you observe that
most of the members of the organization are youth.
In Jaar he was received by three of the organization
elements in a modern air conditioned car who offered
‘Al-Sharq' reporter chocolate and juices then they
held for him a feast, and you could notice that the
members of the organization were moving in a smooth,
munificence and coordination without fear from raids
or attacks.
As for the communication network which is used by the
organization it is very advanced and is similar to
that is security services run its operation since the
one who was responsible for receiving the ‘Al-Sharq'
reporter in Jaar was carrying a communication device
and the headset was in his ear all the time until the
time of lunch, he was listening to the contacts from
several directions but without talking. When he was
asked by the ‘Al-Sharq' reporter saying: ‘You are from
the media why do you carry a weapon?', one of his
three companions replied that every personal in the
organization is being trained to use all kinds of
weapons and modern techniques and first aid and
treating the wounded which are the basics which every
member of Al-Qaeda according to Abu Ali who is a youth
which isn't more than 30 years old.
Administrating the affairs of the
people
Jaar is the capital of the biggest districts in Abyan
and is located to the north of Zinjibar the capital of
the province and is 21 kilometres from it its name
means hyenas or wolves that's way Al-Qaeda
organization changed its name to ‘Waqar' based to a
prophetic hadith that told to me by the members of the
organization which sees that naming with the names of
wolves is unfavourable.
In Jaar Al-Qaeda organization offers services to the
people free of charge since the tariff of electricity
and water have been cancelled also the taxes and
royalties that were imposed on the businesses have
been cancelled.
‘Al-Sharq' met street vendors and owners of shops away
from the eyes of the members of the organization who
stated that the royalties that they used to pay to the
security men has been cancelled and the thefts ended
from the city Nassir Al-Ibbi, who is from the sons of
the northern provinces and owns a grocery store and
gas said that before Al-Qaeda entered to Jaar he was
subject to theft all the time but currently the thefts
have decreased, and one of the traders of Jaar refers
the reason disappearance of the thefts from the city
which was considered least city in Abyan in security
to the dealing of Al-Qaeda organization with the theft
crimes and cutting the hand of thieves but he also
says that anything for the city is better than the
rule of the former president Ali Abdullah Saleh.
Security and education
Al-Qaeda organization administers the courts of Jaar
according to the Sharia according to them but you
notice that it also uses laws that are found in
governmental regime and don't contradict with the
Sharia according to one of the members of the
organization, as for the police it looks that the
organization doesn't need a police service since all
its personnel in one network and do the rule of police
and solider in the same time. Also the students are
being taught in the schools the same governmental
curriculum with changes the organization have forced
the teachers in details it sees as contradictions to
the Sharia in the curriculum materials.
Regarding the health aspect the only hospital in the
city was exposed to aerial bombardment and is no
longer valid for use and we didn't observe any
presence for alternative health center but the
citizens said that the health facilities are present.
Al-Qaeda organization installed a new internal
electricity network after the first had worn out
because of the bombardment, also the members of the
organization excavated a stream for the sewage to
expel the sewage water outside the city which indicate
that the organization is working as a state and not a
military wing, but rather the reason of its success is
that it covered the failures which accompanied the
government performance.
A populist organization
One of the members of the organization said that Ansar
Al-Sharia are a populist organization that presents a
model for the rule of Al-Qaeda to the cities and Jaar
is a model and a social blending have occurred with
the people of the city and the province and there have
been marriages of the youth of Ansar Al-Sharia with
the people of the city which confirms their ability to
live with the people normally according to them and
they even held mass weddings for the youth of Al-Qaeda
and the youth of Jaar.
