Esteemed Amir-ul-Momineen, (may Allah protect him), participated in and delivered remarks at a three-day reformative and training seminar held in Kandahar for officials from the Ministry of Martyrs and Disabled Affairs, the General Directorate of the Afghan Red Crescent Society, the General Authority for Disaster Management, the Prison Affairs Administration; officials of training centers affiliated with the Ministry of Labor and Social Affairs; the Deputy Ministry for Counter-Narcotics of the Ministry of Interior Affairs; and officials of orphanages under the General Directorate of Jihadi Madrasas and Dar al-Aytam (Orphanages).
At the seminar, which was also attended by a number of officials and respected religious scholars, Esteemed Amir-ul-Momineen, (may Allah protect him), provided necessary guidance and important recommendations to the participants. He also praised the services of all attending officials and delivered detailed addresses to the seminar participants in the light of the Holy Quran and the Sunnah. He stated: “خیرالناس من ینفع الناس” —the best among people are those who benefit others. He said that the Islamic Emirate is the authority representing and advocating for Muslims; it will safeguard the religion and creed of Muslims, teach people religion and Sharia, ensure public security, and provide care for orphans, widows, the poor, and households without guardians.
Esteemed Amir-ul-Momineen, (may Allah protect him), addressing the seminar for ministries officials said that the laws and decrees of the Islamic Emirate are not the opinion of a few individuals; rather, they are the religion of Allah Almighty and the entirety of Islamic rulings, which call people toward the religion of Allah Almighty.
He said that the decrees of the Islamic Emirate are issued in two categories. One category concerns reverence for and worship of Allah Almighty, including decrees related to prayers, fasting, and other acts of worship. The second category concerns mercy and compassion toward the creation of Allah Almighty, including assistance and cooperation with the people, migrants, the poor, persons with disabilities, households without guardians, orphans, widows, and those suffering from addiction. On this basis, he said, the Islamic Emirate has established institutions aimed at cooperation with and service to the people.
Esteemed Amir-ul-Momineen, (may Allah protect him), stated that the Ministry of Martyrs and Disabled Affairs provides fixed monthly payments each year to orphans, widows, and persons with disabilities. He added that, through a special decree, the Islamic Emirate has instructed the ministry to provide funds for the purchase of vehicles for persons with two-limb disabilities and to grant privileges to the families of unmarried martyrs.
He said that orphanages are responsible for the upbringing of orphans. To ensure better service delivery to orphans within the system, he noted that the Afghan Red Crescent Society carries out duties to assist the needy, while its financial affairs are borne by the leadership of the Islamic Emirate, as it serves impoverished people, individuals with neurological illnesses, and assists those affected by natural disasters.
Esteemed Amir-ul-Momineen, (may Allah protect him), said that within the Ministry of Labor and Social Affairs there is an Orphanages Directorate that gathers children without guardians in cities and provides services to them. Likewise, the Counter-Narcotics Deputy Ministry gathers individuals suffering from addiction, provides services to them, and has created opportunities for vocational and skills training.
He further stated that, regarding the rights of prisoners and detainees, the Islamic Emirate initially issued a decree stipulating that prisoners must not be mistreated or beaten, that torture must not be inflicted, and that no one may be punished without a court ruling. He said this is an Islamic system, and in an Islamic system the dignity and honor of every Muslim are protected. He added that the Islamic Emirate has instructed prison directors to appoint teachers, begin education for inmates, raise their awareness, provide them with knowledge, and organize prisons as educational centers.
In concluding his remarks, Esteemed Amir al-Mu’minin, may Allah Almighty protect him, said that when responsibility is entrusted to an individual, they must recognize their authority and understand the rights their subjects have over them and the rights they themselves have over others. He said that anyone engaged in a particular duty is obligated to learn it and fully understand it.
He urged officials not to create discord, to obey one another, to hold firmly to the religion of Allah Almighty, to show mutual affection and cooperation, to give people glad tidings and not discourage them, not to sow hatred, to act with mercy and compassion, to carry out tasks on time and with sincerity, not to close doors to the people, not to discriminate between the poor and the wealthy, to give precedence to Sharia in their work and decisions without granting themselves discretion over it, to counsel one another to truth and patience, to enjoin what is right and forbid what is wrong among themselves, to serve as a means of guidance for the people so that future generations follow their path, and not to fall into negligence or occupy themselves with purposeless and futile matters.
