What is the situation in the fields of
Shaam at present?
Sheikh Abu Muhammed al Joulani:
Bismillah, and praise be to Allah,
and may peace and blessings be upon the Messenger of
Allah and his family and companions and those
associated with him, furthermore:
The field of Shamtoday,
haspassed
through severalchallenges.
Firstly,the
International Coalitionand
its alliesin
the regionas
well as its alliesinsideSham.TheInternationalalliancehas
been joined byapproximately60
countries, as well as funded with500
billiondollars.
This numberofstatesandfundsexceeded
theinternational
coalition thatgatheredduring
the Gulf Warin
91,that
consisted ofapproximately32
countries, and was funded with100
billion dollars.
Ifanything,
itindicates
thatthis
alliancehas
gatheredforsomething
beyondthe
issue ofJama'h DawlaandJabhat
al Nusrahandwhat
isbeing
said about themilitant
groups. That is becausethe
international coalitionhasbiggergoalsand
objectivesin
the region.The
regionis
one of extreme sensitivity because (of a few factors):
itsproximity
toIsrael;
the threat that is created from within the vicinity ofSham
against theEuropeanregions
the gathering of alarge
number ofEuropeanMuhajireen
(immigrants)in
the region; aswell
as the attempt to try to keepthe
Asad Regimebecause
heis
a pawn,which
the international regime depends on in the region. In
general this refers to the Nusayri group in Shaam.
This, of course,requiressubstantial
effortsin
a complexarenasuch
asShamand
would require majorcapabilitiesandhuge
amounts of finance, to impose a situationthat
would restorethe
situation to its former condition, before the
beginning of the Jihad in Shaam. So the factionswhichare
alliedtothe
international coalitionwill
be supported,asthey
say, andasthey
donow.
Somefactionshavestarted
sendinga
multitude of peoplefortrainingand
arming.Suppliesof
armsand
ammunitionenterevery
day,tosupportthese
factions,so
that they may bethe
hands ofthe
Americansand
the Westinthe
lands of Syria.
Thiswill
then result in pressure being put on the liberated
areas, and the international coalition will then wipe
out the Mujahideen in the liberated areas and replace
them with thefactionsalliedwith
themthat
receivesupportat
this time.
JohnAllen,
acommissionerchargedby
the United Statesto
leadthiscoalition,
has said in recent days, that(the
coalition) will train the 'moderate factions', as they
call them, and they are those working for, or allied
to them. And this is the most true declaration. They
will arm and train them to eliminate Jabhat al Nusrah
and Jam'ah Dawlah, which is the stated goal. But of
course they will also target all of the Islamic
factions as well, or all factions that do not submit
to Western policy that will be imposed on the region.
So this will be carried out in all liberated
territories where armed and Jihadi groups are fighting
and have influence and prominence.
As for other areas where armed
groups are present but the regime have the upperhand,
such as Damascus, Homs, Hama, Latakia, Tartus and
Qalamun- the regime will try to regain control
of these areas. And exploit the weakness that is
caused in the liberated territories, where Jihadis are
prominent.
Thenafter
that, ifthings
sucessfully proceed as such, theywill
announcea
stop orthe
endof the war,which
will be similar the Dayton Agreement that occurred in
Bosnia.They
will think about creating the same agreement in Syria
and end the war.They
will then combine the governments – the Regime and the
Interim Government – and the Regime will effectively
have sovereignity because by their assumption,it
is more capable and more competent in controlling the
country, having had experience administrating it for
more than forty years, especially because of the weak
and repeated failures to establish an interim
governmentand
its inability to carry outsome
ofitsfunctions
and dutiesin
this region.
So the area isin
the midst ofthese
challenges, and faces internal conflict as well. There
is the challenge of opposing ideologies between some
of the Sunni groups and the groups that have adopted
an extremist methodology and between the groups that
adopt one of complacency. In a general view,the
region of Shaam is facing these dangerous threats, and
perhaps they will evolve.
I should not forget to mention, the
Regime also has allies that have joined this war, some
have a direct involvement and others provide
logistical support, as well as supplies and ammunition
, arms, expertise, or actual participation.
Whoeverhas
joined the Regime in its fight against the Sunnisin
Syria, are part of thechallengesthat
must befaced
bythe
people of Sham in addition to what was mentioned
previously.
Iran supports the Regime, it is
armed by Russia,China
provides logistical supportand
theRawaafidh militias–
that are called the Shia'- have alsoassembledaround
it (the regime). But this has decreasedsomewhatafterthe
recent eventsthat
took placeinIraqand
the victoriesthat
have been madethere,becausethe
most malicious of them was notHezbollahbut
the Rawaafidhmilitiawhich
had been presentin
the region. The most henious of killingscommitted,
were at the hands ofthese
people, and Hezbollahis
no lessthan them,butmay
be regarded assecond-classin
front ofthose
othermilitias
that are heading (the fight)and
is a danger that has to be faced, and the people of
Shaam should prepare to face all these challenges
mentioned.
In short, wesee
thatthe
world hasbeen
split intotwo
halvesandmostcountries
of the world agree that the Jihad in Shaam should be
stopped, despite the differences between them, they
all shall agree on a specific aspect. Not forgetting
as well,there
is a sensitivity that reached its peak with the
arrival ofthe
Mujahideentothe
borderbetween
them andIsrael. This no doubt, incites fear within
Isreal, which is a state that all contending parties
are seeking to protect. It also places fear within
those who have created alliances in the fight to take
control of the entire region. (If we say America and
Russia)
We are able to say regarding the
area of Shaam; the black and white have gathered
against it, various nations of Kufr (disbelief) have
gathered against it.
More thanthree
yearshas
passed since theestablishment
of Jabhat al Nusrah. Through all the challenges faced
in these three years that you have mentioned, what
standing has Jabhat al Nusrataken
today in the area of Shaam, both onthe
military levelandonthe
level ofmanagement
of liberated areas?
Firstly when discussing the military
aspect and what role Jabhat al Nusra has played in the
region, there is no doubt that it is a prominent one
against the Regime. Becausethe
basis ofthe
battlewasbetweenthe
Sunnisand
theruling
regimeofBashar
al-Assad.During
the three years Jabhat al Nusrah has had a significant
impactinweakening
theRegime's
strength, as well as liberatinga
lot ofareas
and cities, whichwascontrolled
bythe
Assad regime.
If we begin gradually, I will
discuss the recent months and not the past. The past
is fillled (with incidences) and the time is
insufficient to mention everything that Jabhat al
Nusrah has carried out.Butinrecent
months,Praise
be to Allah, with regards totheSouth,
such as Dera', Jabhat al Nusra had a prominent impact
and was accompanied by many of the factions as well,
in liberating Reef Quneitra almost completely which
began in Tulool al Humr and ending in Tal al Haarah,
as well as the breaking of the siege of the city of
Nawa and other cities that were besieged because of
the presence of the Regime in these areas, and some of
the roads that were used to send missiles and bombs
(of the regime) were cut off.
Then ifwe
turnto
Damascus, Praise be to Allah, Jabhat al Nusrah is
present in EasternGhouta as well as in SouthernDamascusboth
of which are beseiged. Jabhat al Nusra has had a
prominent imapct in Eastern Ghouta during the recent
operationthat
took placethere, includinglifting
the siegeonthe
Mujahideentrappedin
the town ofMalihaand
operationsthat took placeinthe
vicinity ofthe
Air Force IntelligenceinHarastaalsorecently.
InQalamoonit
is well knownthat
Hezbollahattackedour
people inSyria
and the battle had to be taken into Lebanon as well as
the areas in the south and surrounding areas where it
has a presence.
We targeted theirsensitivesitesandtook
the battleto
whereHezbollahresides
in Lebanon, so it mayknowthe
seriousness of its interventioninSyrian
affairs,and
of its standing as anally
tothe
regime of Basharagainst
theSunnisin
Syria.
Thishas
achievedverysignificantpositive
results. Jabhat al Nusrah, By the Praise of Allah, is
in the forefront ofthe
defense ofthe
Sunnisinside
Qalamun as well as other areas of Lebanon. And it is
not hidden from anyone that Sheikh Abu Malik Shaami is
the one leading Jabhat al Nusrah there, May Allah
reward him with goodness. Many great positive outcomes
resulted from the recent events that took place, when
Hezbollah was pressured through the capture of
Lebanese soldiers during operations, that resulted in
greater positive outcomes.
Simple movements carried out by our
brotheres there, revealedthe
falsity ofthe
Lebanese armyand
showed that it is a tool used in the hands of
Hezbollah, and exposed the extent of the deep hatred
of Hezbollah,especially in its assault against theSunnisin
Lebanon,inTripoli,or
evenin
the camps. The camps thatcompelled
people to come to Lebanon, where the poor, elderly,
children and patients came to take refuge in, and
after having reached these camps, they were then burnt
(by Hezbollah). And he (Hasan Nasrallah) has tasted
the bitterness of what he has done in these camps
through the blessed operation in Brital.
Andour
brothers inQalamoon
arehiding
a lot of suprisesup
their sleeves,andthe
true battlein
Lebanonhas
not yet begun,and
the coming (battles) by the Permission of Allah will
be more disastrous and bitter for Hezbollah.PerhapsHassan
Nasrallahwillbite
hisfingers out ofregret
forwhat
he has donetothe
Sunnis inSyriainthe
coming days, Inshallah.
In the Beloved Homs,Homsof
themartyrs,
that hassacrificedwhat
it has in the the face of the Regime, the recent
tactical retreat that took place recently is not
hidden, as well as the recent massacres carried out by
the Assad Regime in El Waer and their besiegement on
our people there. Jabhat al Nusrah carried out a
number of operations targeting the Shabihah on their
own ground in Al Zahraa and other areas. And we ask
Allah to assist us in breaking the seiges in Homs,
Ghouta, Southern Damascus and all other besieged areas
in the coming months by the Permission of Allah.
In Hama,Praise
be to Allah, Jabhat al Nusrah hadthe
greatest impactalongsidesome
factionsin
the liberation ofthe
city ofKhan
Shaykhun and 'Hajiz al Khazanaat', which is a number
of large barricades and vast areas of land that are
beingcontrolled
by the Regime.And also have stopped the advance of the
Regime in Morek in recent months.
In Aleppo,Praisebe
to Allah, Jabhat al Nusrah is found on severalfronts,and
havealsocarried
out heroicoperationsrecently,with
the participation ofsome
ofthefactions
of Mujahideen,inorderto
repeltheoffensive
of the Regime inHandaratand
its surrounds.
And alsowe
are in Ribaat (stationed)onnumerousfrontswhether
it be Ramousehor
Khan Tuman.
InLatakia,
itis
no secretto
anyone thatJabhat
al Nusrah iscontrollinga
number of thelinesofRibaaton
the Doreen front and others, also repelling any
possible attack through which the Regime can advance.
In the East, there is no doubt and
it is not hidden, after the war that took place
between Jabhat al Nusrah and Jamaa'h Dawla, Jabhat al
Nusrah began moving into other areas a few months ago.
InIdlib,Praise
be to Allah, the last operation carried out was inside
the city of Idlib, which was the storming of the
Government buliding oftheAir
defence force which was carried out by heroes from the
Inghamasiyeen (martyrdom seekers) that stormed into
the city of Idlib, and were able to cut off the road
between Latakia and Idlib, specifically'TalAl-Mastumah'that
had been difficult to take over. Praise be to Allah
the brothers in Jabhat al Nusrah began liberating it
while the brothers carried out the attack inside the
city of Idlib. Butsome
things held back thebrothersfrom
completeing their missioninthe
city ofIdlib,because
of problems that arose between us and some factionsin
other parts of Idlib like Jabl Zawiyah for example.
What happened in Jabal Zawiyah?
We heard ofanoutbreak
ofheavy
fightingbetween
you andseveralfactions
alongside youagainstJamal
Ma'roufand
his group,what
wasthe
cause ofthisfighting
thathappened?
In short,what
happened is, Jamal Ma'rouftransgressed
against our people there, in the cities of Bara and
Kansafarah, he has a large number of thieves and
highway robbers (amongst him).
They transgressed againstour
peoplethere,
as well as against our men in Jabhat al Nusrah, and
has tasted a share of his enmity toward us after
repeatedattacksof
this manand his grouponour
people inIdlib,
and against Jabhat al Nusrahand
some otherfactions,
of course,the
fightingas
rumored, was notonlybetween
Jabhat al Nusra and the Syria Revolutionaries Front,
butthere
weretwo
brigadesofSuqoor
alShamandtwo
brigadesofAhraar
al ShaamandJundal-AqsaandalsoordinarypeoplefromJabl
Zawiyah present as well. Which shows that it waslike
a revolution by the people against the leader of this
gang.These
factionssawrepeated
transgressions from this gang against our people in
Idlib,and
we took a decision that Syria Revolutionaries Front (SRF)
should be anulled, specificallyin
the northern regions, because most of the
trasngressions were carried out by them in these
regions. They changed from being a faction opposing
the regime into a gang transgressing against this one
and that one.Removing
them became necessary.
Wedo
not denythatthere
areamong
the SRF in the north, some factions, affiliates,
brigades and battalionsthat
are desirous to fight the Regime and do not abandon
their fronts against the Regime.And
they are of course not included, nor held accountable
for crimes commmited by Jamal Ma'rouf and those with
him.
I addtothisthat
mostof thefactionsin
the north,have
beenasking
us toprohibitthe
presence ofJamaal
Ma'rouf and his gang. Thisrequestwas
not from those who arehostile
towards him (Jamaal Ma'rouf) but from his allies. In
fact even from some of the factions that issued
statements of denouncement and condemnation (of
fighting) and who called for reconciliation, and for
the matter to be taken to an Islamic Court and so on.
This was in the media, but on the ground, were
demandingthatwe
endits
existence andcontinuein
this campaigntoend
itfully.
And some of themsaidthat
weare
compelledtotakethis
position inthe
mediabecause
ofAmerican pressure,Subhanallah!
Of course, it isno
secretthat
some of theexistingfactions
heremetin
Turkey, and they are those that the West term as 'the
moderate opposition', and they (The West) throw arms
and ammunition at them, and ready them to be their
hands in the region. And the most prominent of such
factions is Jamal Ma'rouf, who naturally tried to
scare some of the factions (into believing) that
Jabhat al Nusrah will carry on in their campaign until
they wipe out everyone.We
do not want to turn the field into another internal
conflict which then benefits the Regime or the
International Coallition, which is the intent of many
of the parties that do not want good for the region.
But wehave
the rightto
standin
the face ofall those who bringeviltothe
people of Shaamortransgress
against our followers or Jabhat al Nusrah. This is
considered Baghy (transgression) that is Waajib
(compulsory) on us to defend ourselves as well as our
people against.
Jamal Ma'roufclaims
thatJabal
Zawiyah was liberated before the forming of Jabhat al
Nusrah, howdo
you respond tothis
point?
Subhanallah,everyone
knowsthatJabhat
al Nusrah carried out operations in Jabal Zawiyah
while the regime had control over it. These operationsresultedin
the retreat of the Regimefrom
Jabal Zawiyah.I
mention, for example,the
operation in Haajiz Bilyoon, (which is not the only
one), where there wasapproximatelymorethan
100troops
of the Regime,that was targeted, by the favour of
Allah Jabhat al Nusrah turned it to dust. After that
as well was the operation in Hajiz Bara which is near
to Deir Sunbul which is the stronghold of this this
man (Jamal Ma'rouf), there is a Haajiz (barricade)
near to Deir Sunbul and it is in Haajiz Babila, and I
think that either he heard the echoes of the targeting
of this Hajiz (barricade ) or he avoided passing near
it, until he reached his stronghold, which is Deir
Sunbul, as is Ma'mal Luwees. Not to mention the dozens
of operations in Hama and in the vicinity of Jabal
Zawiyah which forced the Regime to retreat to other
areas.I do
not deny that our people in Jabal Zawiyah had a
prominent role in many operations, like the one in
Kafr Nabl that he participated in at the time. And it
would be correct to call him a 'revolutionist', then
he entered into the maze of politics. He was then
promoted by Bandar bin Sultan, then was lured by the
Saudi Intelligence, then by the American and Western
Intelligence. He caused these perils and the condition
he is now in by himself. Had he remained as he was, a
revolutionist fighting to defend his people against
the Regime, he would not have been in this situation.
Atanytime,
if Jamaal Ma'rouf or others openly repents and cuts
all ties with outside (forces),ties
that work with the Americans or Saudi Intelligence or
any Intelligence affiliated to other countries, and
repents openly and returns to his family and people,
he then would be a brother to us, who we will defend,
and will defend us, who we shall seek assistance from,
and he shall seek assistance from us in truth and
goodness. But with the condition that we work under
the banner of La ilaha illallah (There is no God
Worthy of Worship besides Allah). To rule by the
Sharia'h(Islaamic
Law) of Allah, and to establishthe rule ofIslamon
this earth. Not to carry out the agendas of the West
in our country.
Nowafterwhat
happenedwith
Jamaal Ma'rouf many of the otherfactionsfear
the same fate, and fear that Jabhat al Nusrah will
seek war with the rest of the factions.Wouldyou
not thinkthat
thisfearislogical,
especially after therecent
events?
As I mentionedto
youthat
thisman
(Jamal Ma'rouf) istrying
toinstil
fear intothese
factionsregardingthis
matter.AsI
have stated, we stand in the face of all those who
intend evil against the people of Shaam or against
those who transgress against Jabhat al Nusrah, or
those trying to be the tools of the West in the region
to oppose the Sharia'h of Islam from being established
on this land.
And whatdo
you advise those factionsandbattalionsthat
are exploited bythe
West toachieve its goalsin
the lands ofSham?
The problem is thatsome
of thesefactionsthink
that they aremanipulating
theAmericans
andshall
take their ammunition, weapons andmoney,and
thenleave
themand
their affairs. Or they think that they will not
succumb to the pressure that shall be placed, or which
is now being placed on them. This is a fantasy.Thesegroups
are nota
new typeofjihadiand
non-jihadi groups, that have stood to battle
trasngression or opression against the Ummah for one
hundred years.Everygroupthat
placetheir
handsin
the hands ofthe
West, orin
the hands ofthe
enemiesforthis
reason, become tools for this objective,andafter
the end of their mission, they shall cast them as they
have those before them. Which gives us certainty that
these groups are being used by the West to achieve
their own interests. And have notcometosupport
theSyrian
peopleor
come in theserviceof
the people of Shaam nor to raise the banner of La
ilaha illallah (There is no God worthy of Worship
besides Allah).
The Westisan
old and new enemy to us. We can never gainanybenifit
with them in this time and era, because there is a
clash of ideologies. The secular system seeks to
establish secular and democratic states – as they
claim, and we seek to establish an Islamic State
guided by the methodology of the Prophet (S.A.W).
It isrumoredthat
you wereallied
to Jamaal Ma'rouf during his fighting with Jama'h
Dawlah, and gave passage to his arms and convoys. What
is the truth of this information? And what standards
have you set in your alliances with other groups and
factions of the FSA and others?
Subnallah! This is a great lie that
was spread by our opponents. From the principles
thatthat Jabhat al Nusrah was founded upon is that we
do not fight by 'choice' alongside any suspicious
group. And by 'choice' I mean in an offensive
operation where there is an option to fight alongside
certain groups or not. However, in the case of sudden
defensive operations, there is no choice.For
example the sudden advance of the Regime in an area
that we have control over and all the people come out
to fight, this is considered simultaneous fighting.
Alot of rumours were spread about us
regarding the incident that took place at Atmeh. The
only thing to be said is this areaisaccessible
to all, andtherewerea
large numberoffactions(present),
along with Jama'h Dawlah, who had influence there.Convoys
of arms and ammunition would enter (this area), and
they knew where it would go as well as the
consequences thereof. Thenwhen
theunrest
andfighting
began between Jama'h Dawlahand other factions, Jabhat
al Nusrah at the time took a stance of a mediator or
neutral party and began to protect the families ofthe
Muhajireen whowere
besiegedor
being put under pressure in which ever areas. There
was a gathering there and the brothers there made
Ijtihaad and decided that they do not want to join
this gathering that was happening there, and enter
into a new fight with these factions at a time where
the war was at its severest and very intense. And they
made Ijtihaad and saw that we are weak in other areas
that some of these groups have influence in, any
clashes that we engage in will weaken us in other
areas, and they (the other factions) will take
vengence against our brothers in other areas. As for
meI
did notknowthisuntil
afterithappened,anditwas
not as was said,that
I am the one that commanded this myself.When
I heard ofit,
I commanded that no weapon should pass at this time to
any person as much as we can prevent. And I add
something else, the area of Atmeh is filled with
displaced people in the roads, streets, places and
surrounds. Any clashes there will cause great harm
while these (displaced people) are in the ranks of
people there.
This isat
a military level, butwhat
about thelevel
ofmanagement
ofareas
liberated by Jabhat al Nusra, Jabhat al nusrah had
joined the Sharia'h Boards in most liberated areas,
butrecentlypulled
outandset
up Judiciary Courts (Darul Qadha) inmostregions
where it is present. There was alot of divided
opinions around this step, with some supporting and
others oppposing it,where
some even said that you have retreated from the
frontlines and areas of Ribaat,and
have left to reap the the fruits of the Jihad of
others, so why have you left these Sharia'h Boards?
Firstly the Sharia'h Boards was an
old idea after we liberated some of the areas, there
was a void that needed to be filled.Therewere
disputesbetween
people, andthe
battlebetween us and the regime had become a long one,
so who would fill the void needed in these disputes.
So we had a council with some of the brothers in the
surroundings to discuss the way forward in this
matter? Many proposals were given, one of which was to
establish Shari'ah Boards, in conjunction with some of
the other factions, in which we would rule by the
Shari'ah of Allah Aza wa Jal, between us and the
people. Taking into accountthat
we arein
Dar ul Harb (place of war), while considering the
different rulings that apply in Dar ul Harb. And this
was at the beginning of the liberation and the
withdrawal of the regime to some areas and us to other
areas. From the outset our concern was to rule by the
Sharia'h and to impose the authority of Allah Aza wa
Jal on the land. From the outset we openly called for
this principle, without any ambiguity, shame or
anything else.TheseShari'ah
Boards were set upin
conjunction with some of thesurroundingfactions.
But repercussions of events, as well as the many
opinions given, as to how an Islaamic government would
be reached as well as how a governing structure would
be formed (had an effect). The factions included (in
the Sharia'h baord) had different opinions and each
began viewing the Shariah Board through their own
perspective. Some saw it as a means to rule by the
Sharia'h, and that is correct.Others
viewed it as a political front to win the favour of
some people, so he would include or exlude whoever he
wishes. Some thought there werecertainweaknesses
in it,and
sought to lead it to seek assisstance with coalitions
and non-coalitions. We became disputing parties in one
place, and in some aspects caused harm to the Sharia'h
Board. We found that some of the factions
participating, were not serious in the adoption of
this project, in fact some declared that the objective
was not to rule by the Sharia'h.
Not to mention themilitary
pressureandbarrel
bombings, in the city of Aleppoespecially,forced
large numbers ofresidentsto
fleethe
city of Aleppo towards the rural areas. Sharia'h
boards and councils of governmentmust
beinplaces
where peopleexistnot
places without them. Through allconsiderationsand
standards it was ruled that the Sharia'h Board hadlostthe
essence ofwhich
it was set up for, and was no longer able to complete
the set objective.It
was decided that a substitute would be created with
more stringent rules than those put in place in the
Sharia'h Board, that would assist in the continuity of
the project, not for it to be ended half way through.
It is necessary that those joining us in these
Judiciary courtsagree
with uson
thegoalsandthemeansto
reachthese goals.
Of course,this
at leastleads
to thesuccess
of the intent of the Judiciary Courts and the
establishment of the Shari'ah in the Land of Shaam and
in the free areas.
We cannot leavethis
void open for anyone to come and fill, there are
unions of lawyers and others trying to establish
secular laws and we can not affordto
leavethis
void forthese
(people). It is necessary that we fill the void and
prevent these people from governing the people through
these secular laws. So the idea of establishing the
Judiciary Courts was born,and
wepresented
it tosome
of thefactions.
Some of whom agreed to join usand
some were happy to join but would not play a major
role, or would not bind themselves to the duties
created within the Judiciary Courts.
Jabhat al Nusrah is carrying out the
bulk of the project of the Judiciary Courts. Along
with us, are some factions that are either supporting
us, or participate to a small extent.
To prevent any conflict between us and the Shariah
Boards, we did not establish the Judiciary Courts in
areas that they (the Shari'ah Boards) are present. In
fact we created the Judiciary Courts in areas that we
have wide control over, in fact in places that we
almost control completely, so that no issues arise
between us and the Shari'ah Boards.
What isthe
role played bythe
Judiciary (Darul Qadha)at
this time?
The judiciarypasses
judgement betweenthe
people in conflicts, and all of this is done by the
Sharia'h of Allah (Aza wa Jal). Inshallah, inthe
coming days, we shall call people like Manarat al
Baydaa',fora
tour of the judiciary house. To convey to the peoplethe
important role playedbythis
Judiciary.Andthepeople
have accepteditin
abundance, Praise be to Allahthey
are taking their cases to the courts and the rights
are returned to its people. And as we promised the
people, the first ones to be judged by the courts are
the people of Jabhat al Nusrah, if any person has a
right over us (to be fulfilled) we give it to them
through the Judiciary, by the permission of Allah.
Ithas
been saidthat
youretreatedfromsome
frontsandpointstoRibaatis
to establish these Judiciary courts,and to loose your
control in areas that you are present. What is the
reality of this issue?
Thishas
never happened in this manner, during times where we
are hard pressed like the lack of numbers etc, we give
preference to fighting off the attacker before this
(the courts). Even the soldiers that are carrying out
the tasks of the police or the Hisbah in the Judiciary
courts, when a big operation occurs and we are in need
of, or lack numbers, we send these brothers to fight
at these fronts as well. In fact, even some of the
Judges take part in the fighting. So this has caused
no weakening to the fronts at all.
Among theaccusationsthat
is constantly leveled against is the marginalising of
the Muhajireen (immigrants) and not taking advantageofthe
cadres and abilities that have come to you from all
over, what is the role of the Muhajireen in Jabhat al
Nusrah?
Subhanallah, we have been accused
unjustly in this matter, and a great harm fell upoun
Jabhat al Nusrah regarding this aspect,especially
afterthe
controversythat
has arisenbetween us and Jama'h Dawlah. Knowing that
we were the first to grant permission for the
admittance ofMuhajireen,
and to provide places (to stay) for them, arming and
overseeing their training, and transferring them to
the frontlines, and allowed them to partcipate in the
fighting.
We believethat
a Jihaadi group must have Muhajireen amoung them, it
is what gives them the quality of a nation, and
distances the description of just being a country or
region in fighting. This is an important principle,
and one that is from the Sunnah and necessary for us
to protect. Before the dispute between us and Jama'h
Dawlah, approximately 70 % of the leaders of Jabhat al
Nusrah were Muhajireen.Thenafterthe
dispute the ratio diminished to40%
oftheleadersbeing
from the Muhajireen.
As for thesoldiers,they
make upapproximately30%to
35% of theentire
number of Jabhat al Nusrah.This
is a normalratiofora
Jihadigroupinsuchcircumstances.We
are always striving to recieve Muhajireen and we
invite them to come forth to the Land of Shaam. We
take responsibility for their safety and will share
whatever we own with them Inshallah Ta'alah.
